Purpose
Due to limited capacity, only 100students (fifty eleventh graders and fifty twelfth graders) may be enrolled as all-day students at James Rumsey Technical Institute (JRTI). A student is considered to have an all-day status when they take both their CTE program and their academic courses at JRTI. When a student is denied an all-day placement, an appeal process is available to ensure decisions are reviewed fairly and transparently.
Eligibility to Appeal
Students who request but are denied an all-day placement may submit an appeal if they believe:
- There are extenuating circumstances that were not considered during the initial placement process.
- There is new or additional information that may impact the decision.
- The decision may have been made based on incomplete or incorrect information.
Appeal Submission Process

Appeals must be submitted within 5 school days of receiving notification that the student was denied an all-day placement. - Submission Method
The student and/or parent/guardian must submit a written appeal to the JRTI student services coordinator or an administrator. - Required Information
The appeal must include:- Student name and current high school
- CTE program
- Reason for requesting an all-day placement
- Any supporting documentation or explanation relevant to the request
Appeal Review Committee
Appeals will be reviewed by an All-Day Placement Appeal Committee consisting of:
- One school administrator
- The school services coordinator
- The four academic teachers (Math, Science, English/Language Arts, and Social Studies)
- CTE Program Instructor
This committee ensures decisions consider academic needs, program availability, and student success factors.
Review Process
- The committee will review all submitted materials and any relevant student records.
- The committee may consider factors such as:
- Student academic needs
- Scheduling feasibility
- Program capacity
- Student goals and career pathway alignment
- Any documented extenuating circumstances
- The committee may request additional information if needed. Additionally, the committee has the right to request that the student and/or parent/guardian present the reasoning for their appeal to them.
Decision Timeline
The committee will review the appeal and issue a decision within 10 school days of receiving the appeal.
1. Conditional Placement Option
In some cases, the All-Day Placement Appeal Committee may determine that a student should be granted an all-day placement on a conditional basis.
When this occurs, the student may be placed on an All-Day Academic Contract outlining specific expectations required to maintain enrollment as an all-day student.
2. Contract Expectations
The contract may include, but is not limited to, expectations related to:
- Attendance requirements
- Academic performance
- Behavior and professionalism
- Adherence to school and program policies
- Participation and engagement in coursework.
The contract will clearly outline the terms, expectations, and duration of the conditional placement.
3. Contract Violation
If a student fails to meet the expectations outlined in the contract, the following may occur:
- The student may immediately lose their all-day placement, and
- The student will return to their home high school for academic coursework while continuing to attend their CTE program on a half-day basis, if applicable.
4. Acknowledgment
The student and parent/guardian must sign the contract prior to the start of the conditional placement acknowledging their understanding of the expectations and consequences.
5. Final Authority
The decision to place a student on conditional status and the determination of whether a contract has been violated rests with school administration in consultation with the Appeal Committee.
Decision Notification
The student and parent/guardian will receive written notification of the committee’s decision.
Final Determination
All decisions made by the All-Day Placement Appeal Committee are final due to program capacity limitations.
Additional Notes
Submitting an appeal does not guarantee placement in an all-day schedule. Approval is dependent upon available space and committee determination.
