SECTION 00 11 13 ADVERTISEMENT FOR BIDS
The James Rumsey Technical Institute will receive bids for the Commercial Driving and Diesel Technology Campus ‐ Renovations at the main building located at 3274 Hedgesville Road, Martinsburg, West Virginia, until 1:00 p.m. local prevailing time on December 20 2024, at the main office of the Institute. Bids will be opened publicly and read aloud at the time and place designated above.
Bids shall be submitted using the West Virginia School Board Authority’s “Three‐Envelope System” on a lump sum basis for the construction contract.
A mandatory Pre‐bid Conference has been scheduled for December 2, 2024 at 11:00 am at the James Rumsey Technical Institute main office. A site tour will be conducted following the meeting.
Bid documents are available from Helbing Lipp Recny Architects, 111 West Washington Street, Charles Town, West Virginia 25414. These documents may be obtained in one of the following ways:
- Contact Helbing Lipp Recny Architects at 304‐725‐2255 and request information to obtain access the firm’s DropBox folder. Once access is gained, contractors can download and print documents at no cost.
- Paper copies of bid documents may be obtained by contractors depositing $300.00 with the Architect for each set of documents so obtained. The amount of the deposit will not be refunded.
- Contact the Contractor’s Association of West Virginia Plan room.
Each Bidder must be registered with the West Virginia Department of Tax and Revenue prior to the time and date for Receipt of Bids in order for his Bid to be considered. A copy of each bidder’s registration certificate shall be included with the Form of Proposal.
All bidders are required to be licensed to perform work in the State as required by the West Virginia Contractor Licensing Act. Each Bidder’s Contractor license number shall be written in the space provided on the Form of Proposal.
The Owner reserves the right to reject any or all bids and to waive any informalities in bidding.
A satisfactory bid bond furnished by a solvent surety company authorized to do business in the State of West Virginia, in an amount equal to five percent (5%) of the total amount of bid, payable to the James Rumsey Technical Institute, shall be submitted with each Bid.
The successful bidder will be required to furnish a satisfactory Performance Bond and Payment Bond in the amount of 100% of the accepted bid, and the fee for same shall be included in their bid.
No bid may be withdrawn after the scheduled closing time for the receipt of bids for at least SIXTY (60) days.
